This multi–session webinar series can help federal agencies that are developing energy savings performance contract (ESPC) projects or anticipating ESPC proposals to award high–quality, on–time, ESPC task orders. Session 1 of this webinar series discusses how to manage an investment–grade audit (IGA) by establishing roles and responsibilities of interdependent team members to achieve a high–quality IGA, and using the synergy of contracting and technical team interaction to scope your project requirements and guide proposal development. This session is intended for federal employees and federal agency contractors in the IGA phase of an ESPC who want to refocus on how teamwork and understanding the process will help produce a better project.

Kurmit Rockwell serves as ESPC program manager where he oversees services, tools, and resources needed to assist agencies with implementing successful ESPC projects. Over a career spanning 25 years, Kurmit's work included engineering and all aspects of ESPC project implementation for federal, state, and local governments. His work in the public and private sector energy services industry has focused on evaluation and implementation of energy and water cost saving technologies, smart building energy optimization services, renewable energy systems, and demand side management. He holds a Bachelor's degree in Chemical Engineering from Polytechnic Institute of New York University and a Master's degree in Building Systems Engineering from the University of Colorado. He is a registered professional engineer in multiple states.
Thomas Hattery, Federal Project Executive (FPE), Oak Ride National Laboratory Read Bio
Mr. Hattery has been serving as an FPE for the Federal Energy Management Program since 2002. In this role Mr. Hattery assists Federal agencies with alternatively financed energy improvements through vehicles like Energy Savings Performance Contracting and Utility Energy Savings Contracting. In this role, he covers the mid–Atlantic and northeast in the U.S. and all State Department facilities world–wide.
Eusebio M. (Sam) Espinosa, Subject Matter Expert (SME) Read Bio
Mr. Espinosa is a senior subject matter expert providing contract management services to federal agencies. Mr. Espinosa has over 35 years of experience in all types of Contracting and dollars ranging from small purchases, up to multibillions, including but not limited to: Base Procurement, purchasing supplies and equipment for Air Force Weapons Laboratory. He served as the Administrative Contracting Officer for the F–16 Program, involving several U.S. and Foreign government agencies. He served as Procuring/Administrative Contracting Officer for the B–2 Program, administered R & D development, full scale development, and production contract, while establishing the Contract Administrative Office. Mr. Espinosa was the Senior Contracting Officer, Ballistic Missile Office, supporting Peacekeeper in Minuteman Silos, and Small ICBM. He served as Manager and Senior Contracting Officer for the Department of Energy/National Nuclear Security Administration. Mr. Espinosa served as Principle Contracting Advisor, Energy Saving Performance Contracts for the nuclear sites, Office of Secure Transportation acquisitions, and Office of Environmental & Utilities Contracts, Independent Project Management Oversight, Tritium and National Energy Policy Act contracts, and Second Line of Defense, Nonproliferation contracts.
Tom Harris, Project Leader, National Renewable Energy Laboratory Read Bio
Tom is a Project Leader in the Project Development and Finance Group within NREL's Energy Systems Integration Directorate, where he has provided support for the Federal Energy Management Program's Energy Services Performance Contracts (ESPC) Program for ten years and now leads NREL's ESPC work. Tom is an electrical engineer and lawyer with a background as an electric utility distribution system engineer for a large municipal utility. Tom holds a Bachelor of Electrical Engineering and a JD/MBA joint degree with a concentration in enterprise consulting. He is admitted to practice law in Colorado.
